Carroll county Juvenile diversion (CCJD)

CCJD is an intervention and prevention program designed to support youth in taking accountability, implementing positive changes, and continuing on to success. Using restorative justice and other evidence-based practices through a whole-person lens, our Diversion Team empowers adolescents to begin to address root causes in behavior by connecting them to long term resources for continued support on their journeys.

Understanding the lasting impacts criminal justice involvement can have on an individual, the mission of CCJD is to reduce the number of adolescents who receive charges by providing them with the support and tools needed to successfully complete diversion.

The Diversion Process:

Referral:

Once our Diversion  Team receives a referral, it is reviewed within 48 business hours. We will contact the referent if there are any clarifying questions.

Introductory Phone Call:

Once the referral has been reviewed, we will outreach to the guardian(s) for a brief introductory phone call and to set up an initial intake meeting.

Intake Meeting:

At the intake, we will review program expectations, get to know one another, and complete a brief assessment with the adolescent to determine if the program is a good fit.

Plan Development:

If it is determined the adolescent is a good fit for Diversion, we begin to work with the adolescent to develop their reparative plan. Depending on the case, this process may include working with the harmed party and input from a volunteer community panel.

Plan Implementation:

After signing their reparative plan, adolescents will work on the requirements of their plan over an agreed upon timeframe, with regular check-ins with the diversion team.

Program Completion:

When nearing the end of the Diversion timeframe, a review session will be held. If the team is in agreement that the plan requirements have been met, an exit interview will be conducted. The adolescent will receive a letter of completion and we will make the referent aware that they have successfully completed Diversion!

Referral Process:

We accept referrals from police departments, school resource officers, DCYF, JPPOs, and juvenile assessment workers. To submit a referral form, please complete our Referral Form (linked above) and email to lminer@sosrco.org.

Eligibility Requirements:

To be eligible for our services, an adolescent must be a Carroll County resident between the ages of 12-17. Adolescents do not need to be first time offenders to be referred to Juvenile Diversion. We accept referrals for a variety of offenses including simple assaults, threatening and/or bullying, disorderly conduct, possession charges, shoplifting/theft, trespass/mischief, fire setting, etc. We do not accept referrals for sexual assault cases or domestic violence. Please note that each referral is reviewed and accepted on a case-by-case basis at the discretion of our Diversion Team.
